PROPOSED REGION 16 HIGH SCHOOL

The proposed high school will be an approximately 160,000 square building set on a 55 acre site. The square footage design of the building is based upon an 800 student enrollment.

The building will be divided into two major areas:

  • the Commons which includes a 450 seat auditorium, an 800 student capacity gym, library-media resource center, computer labs, and, possibly, a pool.
  • the classroom wings which include instructional areas -- regular size classrooms, smaller group instruction rooms equipped with high level technology, and semi-detached rooms joined by a folding wall.

The building will be equipped with state-of-the-art technology and each room will be wired for inter-school networking. There will be at least 300 computers available for student use.

The operating costs for the high school are based upon an 85% persistence rate of attendance by Region 16 students. Average monthly cost to the individual homeowner for the first year of full grade-level operation of the high school (2003-2004) based on each $100,000 of assessed property value:

Public Notice of Hearing

WARNING  DISTRICT MEETING-PUBLIC HEARING
Regional School District Number 16 Towns of Beacon Falls and Prospect October 14, 1998

The electors and citizens qualified to vote in town meetings of the Towns of Beacon Falls and Prospect are hereby warned that a public meeting of Regional School District Number 16 will be held at the gymnasium of the Laurel Ledge School, 18 Highland Avenue in Beacon Falls, Connecticut on Wednesday, October 14, 1998 at 7:00 P.M. for the purpose of conducting a public hearing on the following recommendations of the Board of Education:

1. That $34,977,000 be appropriated for site acquisition for and design, construction, equipping and furnishing of an approximately 800 student capacity, 160,000 square-foot high school and related facilities on an approximately 55 acre parcel of land located in Beacon Falls, Connecticut, off of Route 42 (Pines Bridge Road) and abutting Rimmon Hill Road, known as the Matthies Property, and currently owned by the Town of Beacon Falls. The high school will be completed substantially in accordance with preliminary plans prepared by Jeter, Cook & Jepson Architects Inc., dated February 7, 1996 (other than with respect to the swimming pool and related facilities and improvements). The High School Building Committee may reduce or modify the scope of the project and the entire appropriation may be expended on the project as so reduced or modified. The appropriation may be spent for design and construction costs, equipment, furnishings, materials, land and easement acquisition costs including appraisal, survey, title and closing costs, architects’ fees, engineering fees, net temporary interest and other financing costs, and other expenses related to the project. The District anticipates receiving principal and interest subsidy grants from the State of Connecticut Department of Education for approximately 70% of the eligible costs of the project.

2. That $34,977,000 bonds and temporary notes of the District be authorized to finance the appropriation.

3. That, if the $34,977,000 appropriation and borrowing authorization for the high school project is approved, the appropriation and borrowing authorization be increased by $2,808,000 to provide for the design and construction of a swimming pool and related facilities, improvements, equipment and furnishings at the new high school, substantially in accordance with said preliminary plans prepared by Jeter, Cook & Jepson Architects Inc., for an aggregate appropriation and aggregate borrowing authorization of $37,785,000.

4. That the Board of Education, or such officer or body delegated by the board, be authorized to require the District and its member towns to comply with applicable federal income tax requirements for tax-exempt bonds and to make representations and enter into written agreements for the benefit of holders of the bonds or notes to provide secondary market disclosure information.

5. That the bond and temporary note authorizations be submitted to referendum votes by the electors and citizens qualified to vote in the towns of the District.
